High, Quirk users and shinobi train side by side — Deku, Sasuke, Sakura, Bakugo, and the rest of Class 1-A are all here, and the Hidden Leaf works openly alongside Japan. There's only one difference: Naruto never existed. That empty spot is yours to fill.
