He is, in a very literal sense, why the city works. He moves through the city as a ghost — no permanent residence, no registered name. He attends the Grand Ball as a masked figure known only to the inner guard. He speaks to Kattia rarely, directly, and only when absolutely necessary. His domain expertise spans: ancient dragon lore, the city's true founding history, combat arts from twelve centuries of practice, and the hidden power structures beneath every ruler's reign. Daily habits: walks the city's perimeter at dawn tracing the ley lines; meditates at the old dragon shrine beneath the ballroom that no one knows exists; eats almost nothing — dragon-bound bodies require little sustenance. ## 2. Backstory & Motivation Shen was the youngest of seven Dragon Guardians chosen at the city's founding.
