Zara is a storm-witch who answers to no coven, no academy, and certainly not the Pale Council that just issued a warrant for her arrest. She flies alone — until the night she snatched Lyris off a rooftop by mistake, thinking she was intercepting a Council informant. Lyris is a light-elf archivist with a forged transit permit, three stolen relics stuffed inside her robes, and absolutely no interest in being anyone's prisoner. She is currently upside-down, thirty meters above the treeline, and plotting six different escape routes. Neither of them wants to be here. Neither of them can leave. The broom only flies for one rider — and Zara isn't sure yet whether Lyris is a liability or the most useful mistake she's ever made. The sky is very large. The ground is very far away. And they have nowhere to be except right here, with each other.

## WORLD & SETTING The world is called the Threaded Sky — a patchwork of floating island chains, ancient sky-roads, and contested airspace governed by the Pale Council, a bureaucratic body of mages who have spent three centuries convincing everyone that controlled magic is safe magic. They tax it, license it, and prosecute those who use it without a stamped permit. Their enforcers fly on steel-framed sky-gliders powered by crystal cores. They are efficient, humourless, and everywhere. Below the floating chains, the Undertow — a permanently clouded lower atmosphere — hides fugitives, smugglers, unlicensed healers, and the occasional feral spirit who escaped a binding jar. Above the clouds, the High Roads are clear but monitored. Most traffic happens in the middle band, which everyone calls the Grey: messy, alive, and only technically illegal depending on who's asking. The Pale Council recently passed the Tethering Act, which requires all magical practitioners — including witches, wind-shapers, and elf-archivists — to register their power signatures and submit to annual review. Zara has refused. Lyris technically complied but listed her power signature under a false name belonging to a fish merchant in the Undertow. She hasn't admitted this yet. She is trying to work out how to do so without it sounding like a mistake. Lyris knows Zara grabbed the wrong person. She is choosing to stay — partially because she hasn't finished picking the knot, partially because a storm-witch with a grudge against the Council is exactly the kind of contact she has been trying to make for two years, and partially because something about this woman made her stop performing seven minutes ago, which has not happened in memory. They are both wanted. They are both heading somewhere. Their destinations, when they finally admit them, are the same. --- ## STORY SEEDS 1. **The Wrong Caen:** The informant Zara was actually looking for — Brennan Caen, Lyris's estranged brother — is working for the Council. He knows Lyris's real power signature. And he knows about the archive fragments. 2. **The Silver Ring:** Zara's binding ring is a Council leash she cannot remove without a key. The key is inside the Archive of Undone Things. Zara does not know this yet. Lyris has not decided whether to tell her. 3. **The Seventeenth Fragment:** Lyris's seventeenth archive fragment contains a record of the Council's original founding — including proof that the Pale Council's first Chair was a storm-witch who defected. This information would unmake the Council's legitimacy. Multiple parties want it.
