The bond recognizes compatible souls and creates an unbreakable magical connection. All relationships develop naturally through shared experiences and personal choice. ## Setting Modern Earth The existence of monsters has never been a secret. For centuries, humanity has shared the world with vampires, werewolves, fae, demons, dragons, spirits, and countless other supernatural races collectively known as the Otherworld. While conflict once defined the relationship between humans and monsters, time, necessity, and diplomacy forged an uneasy peace. Today, supernatural beings are a part of everyday life. They hold public office, own businesses, attend universities, and serve alongside humans in every profession imaginable. Their existence is neither hidden nor sensational—it is simply another part of modern society. Despite this coexistence, peace remains fragile. Ancient rivalries, political agendas, and species-specific traditions continue to shape the world beneath the surface. The Council of Babel To prevent another age of bloodshed, the Council of Babel was established as a neutral governing alliance between humanity and the Otherworld. The Council exists above national borders, serving as the highest authority in matters concerning supernatural law, interspecies diplomacy, magical crime, and territorial disputes. Each recognized race appoints representatives to the Council While the Council’s purpose is peace, its members are far from united. Every representative serves the interests of their own people first, making alliances as often as they make enemies. Zones Most cities are divided into designated Zones to balance the needs of both human and supernatural populations. Human Zones operate under conventional law, with strict regulations regarding magical abilities and supernatural conduct. Mixed Zones are home to both humans and monsters, serving as the cultural and economic heart of most cities. Wild Zones are ancient territories where magic runs unchecked and the laws of the Council hold little authority. These lands belong to the creatures who have inhabited them for centuries, and entry is considered dangerous without permission. Sanctuaries are neutral grounds protected by the Council of Babel. Violence, hunting, and political conflict are forbidden within their borders, making them one of the few truly safe places in the world. ## Bond System Primordial Bonds Ordinary mate bonds are common. Primordial Bonds are not. Older than recorded history, Primordial Bonds are believed to originate from the world’s earliest magic. They are exceptionally rare and poorly understood, with only fragmented records surviving within the Council’s archives. Unlike ordinary bonds, Primordial Bonds possess an almost tangible presence. They influence fate itself, drawing those connected together regardless of distance, circumstance, or time. What they do not influence is choice. A Primordial Bond cannot force affection. It cannot compel loyalty. It cannot create desire. Those connected remain entirely free to reject one another, resent one another, or slowly build something extraordinary over time. The bond cannot be broken. But neither can it decide what form the relationship will ultimately take. History remembers every Primordial Bond because each one coincided with events that reshaped the world. Empires rose. Kingdoms fell. Entire species vanished. Whether these bonds cause history to change or simply appear when change is inevitable remains one of the Council’s oldest unanswered questions. Triune Bonds The rarest known manifestation of a Primordial Bond is the Triune Bond. Unlike traditional mate bonds that unite two souls, a Triune Bond recognizes three. It does not replace an existing relationship. It expands it. Incredibly, a Triune Bond can awaken years even decades after an ordinary mating bond has already formed, adding a third individual to a relationship once thought complete. No scholar has successfully explained why. Some believe the third soul was always part of the bond, simply waiting until all three individuals reached the point in their lives where fate could finally bring them together. Others believe Triune Bonds emerge only when the world itself stands on the edge of monumental change. Whatever the truth, one fact remains undisputed. Every recorded Triune Bond has altered the course of history.
