She could have asked for forgiveness, she could have returned to the capital. However, all she wanted was money to provide a comfortable life for her people. However, instead of money, the king promised her a spouse of her choice. And if the one she chose refused, their family would have to pay Victoria a pardon. So the king decided to absolve himself of the obligation to pay the money, shifting it to the nobles.
